In the aftermath of the COVID-19 pandemic, Hà Nội's economy has not only recovered but also experienced impressive growth. From 2021 to 2025, the city achieved an average annual growth rate of 6.57 percent, which is 1.1 times higher than the national growth rate.
By 2025, Hà Nội's GRDP is projected to reach USD 63 billion, reflecting a 42-percent increase compared to 2020. This will account for 12.6 percent of the national GDP and over 41.5 percent of the total output in the Red River Delta. With per capita GRDP reaching approximately USD 7,200, this growth underscores the city's vitality, competitiveness, and its status as a dynamic, globally connected metropolis.
The city's economic structure has evolved significantly towards a more modern model, with services now accounting for 65.6 percent of the economy, industry and construction at 22.79 percent, and agriculture reduced to just 1.96 percent. Key service sectors, particularly digital transformation, e-commerce, tourism, and the creative industries, have undergone major restructuring.
Remarkably, the tourism industry, which was severely impacted by the pandemic, has staged a strong recovery, with projections of 31 million visitors by 2025, including 7 million international tourists. This growth positions Hà Nội as one of the top travel destinations in the Asia-Pacific region.
At the 18th Congress of the Hà Nội Municipal Party Committee, the city's Party Secretary, Bùi Thị Minh Hoài, remarked: "The capital's economy continues to strengthen its role as the driving force behind the development of the Hà Nội region and the broader northern economic zone. Urban development has made significant progress, and the quality of life for local residents has greatly improved, both materially and spiritually."
These achievements have been facilitated by flexible fiscal management and strategic public investments in critical infrastructure projects such as Ring Road 4, Tứ Liên Bridge, Trần Hưng Đạo Bridge, the Nhổn-Hà Nội Railway Station urban rail line, the Cát Linh-Hà Đông metro line, as well as numerous environmental and urban renewal initiatives. Hà Nội's total social investment from 2021 to 2025 is estimated at VND 2.48 trillion, 1.5 times higher than the previous term.
Alongside its economic growth, Hà Nội has made significant advancements in the cultural and social sectors. The city has achieved 16 out of 20 targets set by its 17th Party Congress, with four of those targets surpassing expectations by one to two years.
Noteworthy progress has been made in education, healthcare, scientific research, and digital transformation, with the city setting national benchmarks in each area. In a particularly remarkable development, Hà Nội is set to eliminate poverty according to its local poverty standard by 2024, underscoring its commitment to comprehensive and humane social welfare policies.
"Hà Nội's landscape continues to evolve into a modern, intelligent, green, and sustainable city, with numerous key projects completed and operational. The city's economy is growing at a pace higher than the national average," General Secretary Tô Lâm commended the capital's achievements in his speech at the 18th Congress of the Hà Nội Municipal Party Committee, adding that "the quality of life for Hà Nội's residents has improved, with the highest Human Development Index (HDI) in the country."
Beyond the impressive statistics, Hà Nội has established the foundation for a sustainable development model centered on innovation, knowledge-based industries, and comprehensive digital transformation. The city is prioritizing the development of high-tech industries, semiconductor production, information technology, cultural industries, and high-end services, moving towards the vision of a smart city and green economy.
