Man arrested for allegedly assaulting his 16-year-old sister

Cache County Sheriff's Office deputies, who were assisted by Utah Highway Patrol officers, arrested Austin Tayvan Long, 23, Sunday, after responding to a 911 call during which Long's sister alleged he had assaulted her.

According to the probable cause affidavit, Long's sister told dispatch Long had "tackled her, choke slammed her, damaged a television and other personal property and was now following her around the home."

The document also states the victim could be heard yelling at Long, telling him to stay away, and she claimed Long was trying to break down the door of a room she was in.

Initially responding to the incident without lights and sirens, deputies eventually upgraded the situation to an emergency response, following dispatch informing them Long had taken his sister's phone and they were unable to get her back on the line, according to the affidavit.

Shortly after deputies arrived, joining a UHP officer who had already arrived on scene, Long's sister escaped the home and was placed in the UHP vehicle while the incident was investigated.

"When asked about what had happened inside the home, Austin indicated that he asked (his sister) to assist with chores, in anticipation of their mother returning home," the affidavit states. "Austin stated that (his sister) refused and a verbal altercation ensued."

Long told a deputy his sister had assaulted him, damaged his phone with a hammer and forced her way into a room he had barricaded himself in by putting two chairs behind the door.

Deputies noted open wounds on Long's knuckles, "...which (Long stated were old wounds that had been reopened during an altercation with (his sister), and the toenail on his big toe, "...which (Long) stated occurred after he placed two chairs in front of a door and (his sister) forced her way into the room, causing the door to move over the top of his foot."

The affidavit states the deputy was unable to discern any point in time during the 911 call in which Long's sister sounded as though she was trying to break down a door.

Long's sister also had visible injuries.

"I noted numerous fresh wounds on her body, to include a cut on her foot, abrasions and lacerations on her hand, the back of her elbow, a red mark on the front of her neck, (and) an abrasion on her back," the affidavit states.

Deputies also noted "possible petechiae," on the inside of the sister's lips. According to the Mayo Clinic, petechiae form when capillaries - tiny blood vessels - bleed, leaking blood into the skin and may be caused by prolonged straining, medicines, medical conditions, or prolonged bouts of coughing or vomiting.

When deputies asked the sister to recount the incident, she said Long was not helping with chores and she took his electronic cigarette to motivate him to assist her.

"(She) stated Austin immediately became very angry and choke slammed her," the affidavit states.

She also told deputies Long allegedly chased her up a flight of stairs, swept her legs out from under her, and choked her for an estimated 10-15 seconds.

Momentarily exiting the home at one point, the victim alleged Long tackled her in a dirt patch in the yard. Deputies noted "a large amount of brown dust and dirt on her back, which obviously contrasts against the grey (of her shirt) and closely matched the color of the dirt in the side yard of the home."

Long claimed he never pursued his sister outside, but said he heard her hit his truck window and yell an expletive at him. Deputies didn't notice any "fresh damage" to the vehicle and all of its windows were rolled down.

When transported to the Cache County Jail, Long was searched and deputies recovered a container with a brown, waxy substance inside, which was later confirmed to be THC. Long claimed the substance was something he bought from a gas station and was using for lip balm.

Long does not have a medical marijuana card, according to the affidavit.

Long was booked for aggravated kidnapping and aggravated child abuse, both first-degree felonies, aggravated assault, a third-degree felony, and three misdemeanors, two relating to his possession of THC and one relating to allegedly taking his sister's phone.

He is being held without bail.
