The Altoona Walmart has reopened after being evacuated Thursday night due to a fire that officials say was intentionally set by 41-year-old Jack Cedeno of Des Moines.When KCCI arrived at the scene, there was a large emergency response, with smoke and fire visible and the store's sprinklers were activated. A criminal complaint shows that Cedeno started several fires inside the store and is charged with first-degree arson. He is being held at the Polk County Jail on a $30,000 bond.According to court documents, just one day before the Walmart incident, Cedeno was caught on video throwing a large rock through a window at the Community State Bank in Pleasant Hill.
