Air traffic controller staffing issues have led to delays at major airports, according to CNN.
Controllers are considered essential workers, but are not being paid while working.
Twelve Federal Aviation Administration facilities saw staffing shortages Monday night, including Newark, Jacksonville, Chicago, Washington, DC, and Indianapolis.
The control tower at Burbank Airport was entirely shut down around 4:15 p.m. Monday afternoon.
The shutdown is expected to continue into Thursday, when votes on proposals to reopen the government are anticipated.
