Sullivan considers partnership to expand health department in Bristol

BLOUNTVILLE, Tenn. -- The Sullivan County Commission is considering a resolution that would allow the county to partner with the city of Bristol, Tennessee, to purchase a medical clinic for the expansion of regional health department services.

Commissioner David Akard moved the resolution forward on first reading on Thursday. If it advances at the next commission meeting in June, the county would enter a cost-sharing agreement with Bristol to jointly own the building at 260 Midway Medical Park.

"We feel we have some time on this," Akard said, noting that a third-party inspection of the facility was conducted earlier in the week.

The 8,772-square-foot, two-story medical clinic is currently leased in part by the city, which intends to continue using its share of the building following a potential purchase. The estimated value of the city's portion is approximately $189,000.

The city has used a portion of the building for its employee clinic.

Under the proposed agreement, the city would purchase the entire property for $640,000 and the county would reimburse the city for its share, up to $451,000, through equal payments over four fiscal years. The amount paid by the county would be based on the percentage of the building used by the city for its own employee health clinic.

The resolution states that acquiring the property would allow the Sullivan County Regional Health Department to expand services into the city of Bristol, which currently lacks a local department office. Presently, public health services are only offered at locations in Blountville and Kingsport.

A health department hasn't existed in Bristol since the regional hospital opened, according to local officials.
