Bitou official appointments questioned

The ANC caucus in the Bitou municipality wants answers about what it calls questionable appointments and payout decisions involving senior officials -- including a former chief financial officer who allegedly walked away with nearly R900,000 in a golden handshake, only to be rehired in a top-paying position.

ANC chief whip Samkele Mangxaba questioned the appointment of former Bitou CFO Felix Lotter as manager for government and compliance.

Lotter's position ended in May 2024 and he was reappointed in the new role three months later.

Mangaxaba alleges that Lotter's salary at the municipality exceeds that of the municipal manager, effectively making him the highest-earning official in Bitou.

"The situation raises serious concerns about governance, ethical compliance, remuneration equity, and possible misleading of the council or the executive mayor during the appointment and salary negotiation process."

Mangxaba wants the council to answer whether:

ANC councillor and former speaker Sandiso Gcabayi questioned an appointment made in the office of the mayor.

In his letter to speaker Mavis Busakwe, Gcabayi alleges that Tumi Liwani was appointed to a senior position despite not being qualified or having the necessary experience required for the position.

Bitou is run by a DA-led coalition consisting of partners Ikhwezi Political Movement and Active United Front.

In his letter to the speaker, Gcabayi demands Liwani provide proof of his qualifications and work experience.

Lotter declined to comment, saying that he had a legally binding agreement with the municipality.

"I have not [been made] aware of the motion," he said.

"Unfortunately, I can't comment on the matter of the settlement or the motion. I signed a non-disclosure agreement with the municipality,"
