Abinader attributes blackouts to increased electricity demand, plant shutdowns, and the presence of sargassum.

The president noted that national peak demand increased from approximately 2,730 megawatts in August 2020 to approximately 4,000 megawatts in August 2025, an increase he described as significant and attributed to the high temperatures this season.

"Imagine the exasperating heat," he commented, justifying the impact of climate change on energy consumption.

Regarding the second element, he noted that several plants have had to shut down for scheduled maintenance, which has temporarily reduced the system's available capacity. Added to this, he said, is the massive influx of sargassum, which is affecting the operation of generators that use seawater for cooling.

"That's why mobility was so severe yesterday. We're doing everything we can every day to gradually and secondarily eliminate that mobility," Abinader said, referring to the fluctuations in service.
